The Facilities Management Division is looking for a City Research Scientist III to serve as an Environmental Compliance Specialist. Under general direction with wide latitude for the exercise of independent judgment and initiative perform and be responsible for complex work in planning coordinating and overseeing the development implementation and ongoing maintenance of agency environmental compliance programs. Specific duties will include but are not limited to:

the development of contracts related to the environmental components of various construction and environmental projects assist with procurement coordination bidding negotiations.

environmental compliance inspections covering a wide range of environmental compliance areas.

Management (RCRA/NYS REG)
water (MSGP/MS4/SPDES)
of Petroleum Storage (PBS SPCC)

in or conduct complex research investigations studies and examinations related to the environmental functions or activities of the agency act as agency environmental liaison.

D. Approve or supervise the design engineering inspection construction demolition and/or alteration of premises installations and equipment to ensure compliance with contracts drawings specifications codes resolutions statutes rules and regulations.

CITY RESEARCH SCIENTIST - 21744

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Appointments to this position are subject to a minimum probationary period of one year.
